About Kevin
Kevin Downs brings a full view to the County Attorney’s Office with his two decades of public service working with every level of government, law enforcement agencies in jurisdictions across the country, and some of the most vulnerable populations. As a graduate and former student-athlete at both Capital High and Carroll College, he has deep roots in this community. Kevin is a Deputy County Attorney who prosecutes a range of felony offenses and keenly understands that public safety is paramount and requires integrity, smart leadership, and effective community partnerships.
Before returning home to raise his young family, Kevin worked as an Assistant Chief Counsel for the U.S. Department of Homeland Security in New York City litigating for and securing the removal of international drug traffickers, violent street gang members, and foreign fugitives from across the globe. In that role, he routinely collaborated with Homeland Security Investigations, the FBI, Customs and Border Protection, state and local law enforcement, and our international counterparts, including INTERPOL. He worked previously for two years with the U.S. Department of Justice as a selectee of the Attorney General’s Honors Program also in New York City. Kevin is also a former law clerk for the retired Honorable Patricia O’Brien Cotter on the Montana Supreme Court, serving from 2014-2015.
Kevin also worked in the Montana Attorney General’s Office first as Program Officer and later as Deputy Chief of Staff, helping manage statewide public safety initiatives. He then enrolled at the Gonzaga University School of Law, where he was selected as a Thomas More Scholar for his public service work. While in law school, Kevin worked for two years in the U.S. Attorney’s Office for the Eastern District of Washington, assisting in civil and criminal matters, managing the federal misdemeanor docket, and successfully arguing for the United States before the U.S. Court of Appeals for the Ninth Circuit.
Following his undergraduate studies, Kevin managed a household for adults with disabilities in Belfast, Northern Ireland, and managed an adolescent program for orphaned teenagers in Honduras.
Kevin and his life partner, Marly, have three sons and spend their free time outdoors on Montana’s trails, ski runs, lakes, and rivers. Kevin is a member of the state bar of Montana and New York.
